Among the 56 public institutions of higher education in Romania, „Gheorghe Asachi” Technical University of Iasi has the oldest tradition in engineering education being one of the flagships of Romanian research society. Its leadership capacity is proven by the large number or research project obtained in national and international competitions and carried out in the last five years: 83 international projects, 940 national project as coordinator and 483 as partner. The obtained results have been reported in 2087 ISI indexed papers and 59 patents. „Gheorghe Asachi” Technical University of Iasi has 11 faculties with 12000 students enrolled at license level, 3500 at master studies and 800 PhD students. Among all the faculties, the oldest one is the Faculty of Electrical Engineering. In 2010 the faculty celebrated 100 years by celebrating its famous precursors: Dragomir Hurmuzescu and Stefan Procopiu. Within the above mentioned institution, The Electrical Measurements Department, where the partner research team is hosted, currently encompassing 22 researchers, is one of the most important research groups focusing its activity on the most state-of-the-art techniques, procedures and methods designed for measurement data acquisition, processing, monitoring and remotely transmission in industrial processes field. The department has developed leading expertise in long-standing collaborations with industrial and academic partners in the fields of signal processing. Under FP6 and FP7, the department has been involved in 7 European Commission-funded projects. The Electrical Measurement Department and it's research center METROS was awarded with the highest degree of confidence ("Excellence in research") by the Romanian Ministry of Research, Education and Youth
Main tasks in project: Establishing device's hardware architecture: Smart meter module, Establishing device's software architecture: Smart meter module, Load signature identification module, Software design and development (Smart meter module, LSI module, PLC module RTD module), Smart meter system validation, System optimization. Functional model documentation development. Also, as a project coordinator will be responsible for the overall planning and monitoring of the work of the Consortium. It will track deliverables and be responsible for the management, progress reports, cost statements, and the final report.

RomSoft SRL is a software development company headquartered in Iasi, Romania. An important part of RomSoft research work takes place in the European research projects. In 2003, RomSoft entered a FP5 EU funded project where RomSoft built a system that provides the technology and methods for specific Internet based signals telemonitoring. Currently, RomSoft is involved in a FP7 project called “DIAdvisor” (http://www.diadvisor.eu) where it is responsible with building the database and creating the user interface.

UPB - P2
University Politehnica of Bucharest is the biggest technical university in the country and also a very important research institute in Romania. The significant number of teachers that have scientific well-reputed performance lead to important cooperation with EU states through projects that received financing from European Institutions such as: 38 projects- CDI Frame Program of the EU, 71 projects of participation in Erasmus programs and mobility, 33 projects through universities cooperation, 30 projects through bilateral agreements and 26 projects through international programs. The research teams have successfully accessed national financing programs for scientific and technological research.
The Electrical Engineering Faculty has 1400 students and 80 teachers. The school offers first class education and research opportunities in a carefully selected number of 5 areas in engineering and economical engineering. The classes are modern, up-to-date and industrially relevant due to long lasting relations with professional institutions. The Measurement and Metrology Research Centre (UPB-CMIM), CNCSIS accredited, develop researches activity in the field of measurement science: sensors, transducers, new measurement systems, micro-processor applications in the measurement chains, virtual instrumentation, metrological testings, field bus application in power measurement, power quality, scientific instrumentation.
